The Society of Indian Automobile Manufacturers is already working on implementation of BS 6 emission norms for all vehicles w.e.f from 1st April, 2020. BS 6 is a significant step up from BS4 norms in terms of emission limits & fuel used. MoRTH has already communicated to the State Governments within NCR on October 1, 2018 to implement a colour code scheme. In view of this light blue, orange and grey coloured stickers for petrol/CNG, Diesel & all other vehicles respectively, are being implemented.

In majority of areas of NCR, colour coded stickers are getting implemented through 3rd registration number plate, as a part of High Security Registration Plates with effect from October, 2, 2018. HSRP with colour coded sticker is already getting implemented in Delhi NCT & Haryana, only few districts of Rajasthan & UP, which are within NCR, need to mandate HSRP, including colour coded 3rd registration plate, like Delhi & Haryana.

Meanwhile, MoRTH issued a notification on December 6, 2018 which puts the onus of affixing the colour stickers as a part of HSRP from April 1, 2019 for new vehicles, on vehicle manufacturers / dealers. But many issues are yet to be ironed out as regards implementation of HSRP. SIAM also has urged MoRTH & transport departments of State Governments falling within the jurisdiction of NCR, to authorise vendors for issuing coloured stickers, to enable the public at large to approach those vendors for procuring coloured stickers, for all passenger cars presently plying in NCR. These stickers also can be routed through State Transport authorities or fuel stations.

Siam has also suggested that BS6 vehicles should have a differentiated colour coding, compared to the colour coding of BS1 to BS4 vehicles and such colour code stickers must be fuel neutral.
